In 1922 the Olmsted Brothers were called on by the Milwaukee Board of Public Land Commissioners to give advice on “scheme for a civic center and the widening of streets leading to it.” [FLO Jr. to C.B. Whitnall_12-5-1921_LOC-OAR-B-R73_im.2] The firm prepared a preliminary report providing suggestions for the design of the center, approach to the streets, and routes for car traffic.
